Água: Brecha entre oferta e demanda aumentará em 2030

A demanda por água no planeta será 50% maior do que a oferta até 2030, por isso se deve adotar rapidamente um enfoque equilibrado que permita uma administração eficiente do recurso, afirma um estudo conjunto do Banco Mundial e de empresas internacionais. O trabalho, elaborado pelo Grupo de Recursos de Água 2030 (integrado pela Corporação Financeira Internacional do Banco Mundial, a consultoria McKinsey & Company e várias empresas de alimento, como The Coca Cola Company e Nestlé SA) prevê que o crescimento populacional e o desenvolvimento econômico farão com que um terço dos habitantes do mundo só tenham acesso a metade da água que necessitam diariamente.

“Assim, a conversação necessária entre os atores é sobre as prioridades econômicas e sociais de um país, sobre a necessidade de água para atender essas prioridades e sobre quais desafios valem a pena para ter essa água disponível”, disse o herdeiro da coroa da Holanda, príncipe Willem-Alexander, presidente da Junta Assessora sobre Água e Saneamento da Secretária Geral da Organização das Nações Unidas, no prólogo do trabalho. O informe destaca a necessidade de um enfoque que promova um uso mais eficiente da água e deixe de lado as “medidas tradicionais de fornecimento”, como dessalinização e melhoria da infraestrutura subterrânea.

“Algumas soluções podem exigir mudanças políticas impopulares e a adoção de técnicas para poupar a água e tecnologias para milhões de agricultores”, alertou o príncipe. Em suas recomendações, o informe intitulado “Traçando nosso futuro com a água: marcos econômicos para informar aos que tomam decisões” fixa um preço para acabar com a brecha da água.

Se forem adotadas apenas medidas concentradas no fornecimento, seria necessário investimento anual de US$ 200 bilhões para fechar essa brecha, enquanto um enfoque que equilibre demanda e fornecimento custaria entre US$ 50 bilhões e US$ 60 bilhões por ano. O atual gasto em fornecimento de água é menor do que US$ 50 bilhões, diz o documento. Este pode ser um preço pequeno para garantir o mais necessário recurso da humanidade, e parece ainda menor quando colocado em um contexto mundial. Os US$ 60 bilhões anuais representariam apenas 0,099% do produto interno bruto mundial de 2008, que foi de US$ 60,6 bilhões.

“Não damos valor ao mais precioso recurso que temos na Terra”, disse o presidente da Nestlé, Peter Brabeck-Letmathe, ao falar sobre o informe segunda-feira (23/11), nos escritórios do Banco Mundial. O empresário disse que as pessoas têm direito à água, mas afirmou que é necessário impedir um consumo excessivo que cause seu desperdício. É importante destacar que Nestlé e Coca Cola são importantes atores na indústria da água engarrafada, repetidamente acusada de produzir uma quantidade de dejetos para vender o produto mais básico do planeta a preços desnecessariamente elevados. Estas questões não foram diretamente abordadas no informe.

O estudo explica que a brecha prevista não é entre as necessidades projetadas para 2030 e a quantidade de água doce do planeta, mas entre as necessidades projetadas e o “fornecimento acessível, confiável e ambientalmente sustentável” do liquido, que é muito menor do que a quantidade absoluta bruta de água disponível na natureza. Os autores do documento consideram a água um assunto local que exige necessidades específicas ao contexto.

O informe aponta diferenças em quatro lugares representativos: China, Índia, África do Sul e o Estado de São Paulo, no Brasil. Juntos representam 40% da população mundial, 30% do PIB e 42% da demanda projetada de água para 2030. “Não existe uma crise única da água”, destaca o estudo. “Diferentes problemas, inclusive na mesma região, e as generalizações pouco ajudam”, acrescenta.
