Entidades fazem denúncia na ONU contra construção da Hidrelétrica de Belo Monte

Cem entidades civis que representam 40 comunidades de 11 municípios do Pará apresentaram um documento de 20 páginas a sete relatores da Organização das Nações Unidas (ONU). Eles denunciam supostas violações de direitos humanos causadas pela possível construção da Hidrelétrica de Belo Monte, no Rio Xingú.

O leilão para a construção da hidrelétrica está previsto para o dia 20 de abril. A usina será a segunda maior do país e a terceira do mundo e terá capacidade instalada de geração de mais de 11 mil megawatts (MW). A hidrelétrica formará dois reservatórios de 516 quilômetros quadrados (km²). Segundo as entidades, os lagos da represa inundarão área onde se localizam 30 terras indígenas legais e afetará um terço do município de Altamira (PA), onde vivem 20 mil pessoas.

Para Andressa Caldas, diretora da organização não governamental Justiça Global, o licenciamento ambiental da hidrelétrica “sofreu pressão política” e fere a Convenção nº 169, sobre Povos Indígenas e Tribais em Países Independentes da Organização Internacional do Trabalho (OIT), ratificada pelo presidente Luiz Inácio Lula da Silva em abril de 2004.

De acordo com o Artigo 15 da convenção, “os governos deverão estabelecer ou manter procedimentos com vistas a consultar os povos interessados, a fim de se determinar se os interesses desses povos seriam prejudicados, e em que medida, antes de se empreender ou autorizar qualquer programa de prospecção ou exploração dos recursos existentes em suas terras.”

O Instituto Brasileiro de Meio Ambiente e Recursos Naturais Renováveis (Ibama) realizou quatro audiências públicas com a participação de indígenas no ano passado e o presidente do instituto, Roberto Messias, se reuniu em Brasília com lideranças dos povos. Para os movimentos sociais, o número de audiências foi insuficiente e por isso reivindicam a realização de mais 13 encontros.

No começo do mês de março, o juiz federal de Altamira, Antônio Campelo, reconheceu a validade das audiências realizadas pelo Ibama e apontou no despacho que não vislumbrava “necessidade de realização de audiências em todas as comunidades atingidas”.

A denúncia na ONU ocorre após as entidades civis não terem conseguido na Justiça suspender a licença prévia concedida pelo Ibama em 1º fevereiro deste ano. À época, o bispo de Altamira, dom Erwin Krautler, disse em entrevista à Rádio Nacional da Amazônia que a licença não era oportuna, pois “o projeto arrasa com toda a região”. Segundo ele, “esse projeto não vai ser o único, vai ser seguido por outros projetos”. A organização não governamental Internacional Rivers aponta que há mais de cem grandes barragens planejadas para os rios da Amazônia.

O Ibama informou à Agência Brasil que a licença prévia só saiu após o instituto receber parecer favorável da Fundação Nacional do Índio (Funai). A licença, que não autoriza o início da obra mas apenas o leilão, tem 40 condicionantes entre elas uma que exige a criação de novas unidades de conservação na região.
