ONU proclama Década sobre Desertos e de Combate à Desertificação na ICID 2010

Como parte dos esforços para conter o acelerado processo de desertificação enfrentado por mais de 100 países e para mitigar os impactos do aquecimento global em regiões áridas e semiáridas do planeta, as Nações Unidas lançam, oficialmente, durante a abertura da II Conferência Internacional sobre Clima, Sustentabilidade e Desenvolvimento em Regiões Áridas e Semiáridas (ICID 2010), a Década da ONU sobre Desertos e de Combate à Desertificação.

O lançamento global da Década será conduzido pelo Secretário Executivo da Convenção das Nações Unidas de Combate à Desertificação (UNCCD), Luc Gnacadja, na presença dos Ministros do Meio Ambiente do Brasil, da Suíça, do Niger, de Burkina Faso, do Senegal e de Cabo Verde, além do governador do Ceará, Cid Gomes, do coordenador da ICID 2010, Antônio Rocha Magalhães, e diversas autoridades envolvidas na agenda de combate à desertificação. “Será uma década de discussões, debates e buscas de soluções para os problemas enfrentados por muitos países no mundo”, prevê Gnacadja.

A Década das Nações Unidas sobre Desertos e de Combate à Desertificação pretende ser um marco de conscientização sobre as dimensões alarmantes da desertificação em todo planeta, e de cooperação entre os países desenvolvidos e em desenvolvimento, e entre os setores público, privado e sociedade civil, na elaboração de políticas de prevenção e de adaptação às mudanças climáticas nas áreas consideradas de risco.

A UNCCD considera áreas com risco de desertificação as zonas áridas, semi-áridas, subúmidas, e todas as áreas – com exceção das polares e das subpolares – com Índice de Aridez entre 0,05 e 0,65. Trinta e três por cento da superfície do planeta se encontram nessa faixa, atingindo cerca de 2,6 bilhões de pessoas.

Na região Subsaariana, na África, de 20% a 50% das terras estão degradadas, atingindo mais de 200 milhões de pessoas. A degradação do solo é também severa na Ásia e América Latina, onde mais de 357 milhões de hectares são afetados pela desertificação, segundo dados da UNCCD. Como resultado desse processo perde-se a cada ano, nos 11 países da América Latina, 2,7 bilhões de toneladas da camada arável do solo, o que equivale a um prejuízo de US$ 27 bilhões por ano.

Custo elevado - Segundo um estudo sobre os custos da desertificação na América Latina, conduzido pelo representante da UNCCD na América Latina, Heitor Matallo, mesmo considerando que a metodologia existente para a avaliação econômica deve ser aperfeiçoada, a fim de oferecer dados mais precisos, as estimativas das perdas em solos e recursos hídricos representam uma enorme perda econômica que afeta milhões de pessoas e contribui para a pobreza e a vulnerabilidade social.

No Brasil, onde mais de um milhão de quilômetros quadrados é afetado pela desertificação nos estados do Nordeste, Minas Gerais e Espírito Santo, o custo das perdas de solo e de recursos hídricos chegam a US$ 5 bilhões por ano, o equivalente a 0,8% do Produto Interno Bruto (PIB), e afetam negativamente a vida de mais de 15 milhões de pessoas. Caso a previsão mais pessimista se confirme – de que a temperatura do planeta suba mais de 2 graus célsius -, até 2100 o País poderá perder até um terço de sua economia.
