Fazendas de Peixes são preparadas para receber licenciamento ambiental

Cursos de educação ambiental e consultorias em gestão ambiental. Essas são algumas das ações, que o Serviço de Apoio às Micro e Pequenas Empresas, Sebrae no Piauí, através do Projeto de Piscicultura, realiza junto aos produtores que cultivam peixes em tanques rede e viveiros escavados no Estado. Esse trabalho contribuiu para que quinze empreendimentos do setor aquícola estivessem aptos a receber a licença ambiental, que em nível estadual é concedida pela Secretaria de Meio Ambiente, Semar, obedecendo à legislação vigente, em consonância com o estabelecido pela Lei Federal que regula o licenciamento. Os quinze empreendimentos atendidos pelo projeto do Sebrae no Piauí, que estão regularizados ou em fase de regularização, localizam-se nas cidades de Parnaíba, Ilha Grande, Luís Correia, Luzilândia, Teresina e Elesbão Veloso. “Com a licença ambiental, as fazendas de piscicultura passam a não praticar a atividade na ilegalidade, o que as isenta de embargos por parte de entidades ambientais. Os embargos prejudicam bastante a produção de peixes, chegando muitas vezes a inviabilizá-la. Além disso, os produtores passam a ter acesso ao crédito oferecido pelas instituições financeiras para custeio e investimento fixo na atividade”, comenta o gestor do Projeto de Piscicultura do Sebrae no Piauí, João Pinheiro Júnior. O licenciamento ambiental identifica a localização, construção, ampliação, instalação, modificação e operação de empreendimentos de piscicultura. Conforme a legislação vigente, considera-se licenciamento ambiental o procedimento administrativo através do qual o órgão ambiental competente analisa a proposta apresentada para o empreendimento e a legitima, considerando as disposições legais e regulamentares aplicáveis e sua interdependência com o meio ambiente. Existem três tipos de licenças necessárias para o funcionamento de um empreendimento: licença prévia, de instalação e de operação. A Licença Prévia (LP) é concedida na fase preliminar, aprovando a localização e atestando a viabilidade ambiental do empreendimento. Na Licença de Instalação (LI) é autorizada a instalação do empreendimento ou atividade de acordo com as especificações contidas nos planos, programas e projetos aprovados anteriormente. A Licença de Operação (LO) autoriza o funcionamento, após a verificação do efetivo cumprimento do que consta nas licenças anteriores. Fonte: SEBRAE/PI
