Plano Estadual de Combate à Desertificação é lançado em Teresina

O Seminário de Apresentação do Programa de Ação Estadual de Combate à Desertificação do Piauí- PAE-PI foi lançado esta manhã (17) no Auditório da SEMAR- Secretaria de Meio Ambiente e Recursos Hídricos do Estado. Estiveram presentes no evento representantes do poder público, sociedade civil, organizações não governamentais e empresas.

De acordo com o Secretário de Meio Ambiente do Estado, Dalton Macambira, o Plano constitui-se importante instrumento de trabalho, que resultou do processo de construção coletiva, ao longo do qual se interrelacionaram diferentes atores sociais. Durante o evento foi assinado um convênio com o banco do Nordeste para a execução das ações.

Para Marco Bueno, da Coordenação Nacional de Combate à Desertificação e representante da Secretaria de Extrativismo e Desenvolvimento Rural Sustentável do Ministério do Meio Ambiente a Elaboração do Plano é importante para que as Políticas Públicas sejam elaboradas de acordo com as ações pautadas no próprio Plano, dando substancialidade às reais necessidades diagnosticadas.

A Desertificação está ligada à degradação da terra, uso inadequado do solo, expansão urbana desordenada, aliados à destruição da cobertura florestal, ao manejo incorreto de recursos florestais, a práticas agrícolas e pecuárias inapropriadas e aos efeitos socioeconômicos da variedade climática.

No Piauí as áreas suscetíveis à desertificação identificadas no Diagnóstico Ambiental e Socioeconômico abrangem 173 municípios, dos quais 150 estão sob o domínio do semi-árido e 23 sob a zona sub-úmida seca, onde a região de Gilbués constitui a maior área desertificada contínua.

Para Milcíades Gadelha, Diretor de Recursos Hídricos da SEMAR, a elaboração do Plano Estadual de Combate à Desertificação é um importante instrumento legal, institucional que vai permitir a formulação e execução de políticas públicas e investimentos privados nas áreas suscetíveis á desertificação no estado. “O Plano Estadual de Recursos Hídricos também já foi elaborado e está em consonância com o de Combate à Desertificação. Um complementa o outro”, acrescenta Gadelha.

“Estivemos nesses sete meses trabalhando diuturnamente para poder não apenas cumprir os prazos estabelecidos para a elaboração do Plano, mas traçarmos da forma mais real possível os diagnósticos e diretrizes para conterem e minimizarem os impactos ambientais, sociais e econômicos da problemática da desertificação em nosso estado”, disse Adeodato Salviano (Presidente da Fundação Agente).
