Combate à desertificação terá sistema de alerta em 2011

O Ministério do Meio Ambiente, em parceria com o Instituto Nacional de Pesquisas Espaciais (Inpe), pretende colocar em operação, a partir de 2011, o Sistema de Alerta Precoce de Secas e Desertificação (SAP). Além de gerar informações imprescindíveis para a orientação das políticas públicas de mitigação e adaptação, o sistema está sendo pensado para atuar também no enfrentamento de fenômenos climáticos extremos, como enchentes.

Hoje (06) e amanhã, em Brasília, representantes de sete estados, ONGs e especialistas do Inpe e do MMA participam de oficina para estudar a implantação do SAP. Até meados do ano que vem esperamos ter pronta a metodologia do sistema, informou o coordenador de Combate à Desertificação do MMA, Marcos Dal Fabbro.

A ideia é criar um instrumento que possa avançar na produção de conhecimentos sobre os diversos aspectos da desertificação no País. O sistema será capaz de orientar ações de enfrentamento da seca e desertificação, a exemplo do que acontece hoje com o Plano de Prevenção e Combate ao Desmatamento da Amazônia (PPCDAm), na redução do desmatamento.

Para o secretário de Extrativismo e Desenvolvimento Rural Sustentável do MMA, Egon Krakhecke, o sistema faz parte de uma conjunto de medidas que precisam ser adotadas para fortalecer a agenda de enfrentamento da desertificação. Ele lembrou, ainda, que desde a Rio-92, quando foram definidas as agendas ambientais, a que menos avançou foi a da desertificação. É preciso dar maior visibilidade ao problema, disse.

Previsões pouco otimistas indicam que os fenômenos da seca e desertificação devem avançar, no mundo inteiro, devido à elevação de 2°C na temperatura do planeta, estimada pelo Painel Intergovernamental de Mudanças Climáticas (IPCC). No Brasil, a Caatinga e o Cerrado, áreas mais suscetíveis aos fenômenos dessa natureza, serão os biomas mais atingidos. O agravamento da situação pode afetar até 20 milhões de pessoas.

Segundo Krakhecke, é preciso adotar medidas preventivas para o enfrentamento dos efeitos da desertificação. Temos que ser mais proativos que reativos, salientou. Experiências de monitoramento, como o PPCerrado e o PPCaatinga, já em fase de conclusão, devem ser consideradas para a formatação do SAP, informou Egon.

Ele defendeu o papel do estado na formulação de políticas mais consistentes para o enfrentamento da desertificação, das secas e dos fenômenos climáticos extremos. Para ele, o poder público precisa estimular e incentivar a mudança no modelo produtivo e promover instrumentos como zoneamento ecológico econômico (ZEE). É necessário, também, integrar as políticas de combate à desertificação às políticas de mudanças climáticas e recursos hídricos.

O secretário lembrou que, no passado, o modelo predatório de exploração do Cerrado e da Caatinga foram estimulados pelo poder público. Para ele, a lógica precisa ser invertida e o Estado precisa dar agora maior apoio às mudanças no modelo produtivo, dando ênfase à sustentabilidade. Não dá só para colocar a culpa no setor privado, avalia.

A oficina, que tem também a participação de especialistas portugueses para falar sobre a experiência europeia no enfrentamento da desertificação, termina na terça-feira (7). A expectativa é de que seja definido um modelo metodológico para o SAP a partir da realidade brasileira.
