Novas regras mudam a concessão das carteiras de pescador profissional

A ministra da Pesca e Aquicultura, Ideli Salvatti, anunciou nesta terça-feira (25/01) as novas regras para o cadastramento dos pescadores artesanais no Registro Geral da Pesca (RGP), sistema usado para concessão das carteiras de pescador profissional. As exigências foram discutidas num grupo de trabalho formado por membros do Conselho Nacional de Aquicultura e Pesca (Conape), que representam oito entidades do setor e técnicos do MPA. O objetivo é aperfeiçoar o controle do MPA sobre esses registros e atender às exigências definidas no Conselho Deliberativo do Fundo de Amparo ao Trabalhador (Codefat).

Com as mudanças a renovação da carteira de pescador que era feita a cada três anos, passa agora a ser feita a cada dois anos. “O direito ao seguro, no entanto, depende ainda de uma série de exigências de órgãos como o Ministério do Trabalho e Emprego”, lembrou a ministra.

A comprovação da produção por meio da nota de venda de pescado – que pode ser nota fiscal ou recibo – é mais um dos pré-requisitos para renovação do documento. Essas notas serão exigidas de pessoas jurídicas. Já o pescador que comercializar sua produção exclusivamente no varejo deverá apresentar a contribuição previdenciária. Também será necessária uma declaração do interessado de que não possui vínculo empregatício em outra atividade profissional.

Aos que cancelarem o registro a permissão para uma nova solicitação de cadastramento será possível após 12 meses da data de suspensão da carteira. Antes da nova IN, não havia prazo de carência para uma nova inscrição e as Superintendências Federais eram obrigadas a conceder os registros, independente dos motivos da suspensão. Um pescador, por exemplo, que deixou de apresentar as notas de venda no período de renovação da carteira, poderia solicitar um novo registro à Superintendência.

O MPA decidiu ainda suspender até 31 de dezembro deste ano as novas inscrições de pescadores no RGP para que sejam adotadas novas medidas de monitoramento do atual cadastro. A Ministra da Pesca e Aquicultura destacou, durante o ato, a importância da carteira do pescador para o setor. “Equivale à carteira profissional, o documento que comprova a atividade desenvolvida por milhares de brasileiros, portanto ela é o documento da cidadania”. Disse ainda, que é através dela que os pescadores são reconhecidos e têm os direitos respeitados. “Portanto, ele é tão sagrado e deve ser tão respeitado quanto a nossa carteira de trabalho”, finalizou Ideli Salvatti.
