MMA exporta metodologia de combate a queimadas

Os focos de incêndio foram reduzidos entre 50% e 94% em 146 municípios dos estados do Pará, Mato Grosso e Acre, que participaram do Amazônia sem Fogo, projeto de cooperação da Itália com o Ministério do Meio Ambiente, por meio da Secretaria de Extrativismo e Desenvolvimento Rural Sustentável. A iniciativa que durou 10 anos e beneficiou 1,2 milhão de pessoas agora se transforma em política de governo e será aplicada em países da América Latina.

Além da meta de redução de incêndios, o projeto foi criado para contribuir com a melhoria das condições de vida dos povos amazônicos que sobrevivem da exploração de recursos florestais. Em 2008, quando se tornou política pública foi adotada a estratégia de formar 400 técnicos e lideranças alternativas para atuar na orientação das comunidades, para mudança de cultura na utilização do fogo, que geralmente é usado como manejo de roças.

Os técnicos frequentam cursos em Centros de Formação que foram criados em Rio Branco (AC), Juína, Alta Floresta, São Félix do Araguaia (MT), Belém, Santarém, Altamira e Itaituba (PA). Esses centros servem ainda como espaço de capacitação continuada, utilizados inclusive para iniciativas locais coletivas e de outros projetos do MMA que funcionam nos estados.

"A Amazônia não é uma questão nacional, é regional", acentuou Luiz Antônio Correia de Carvalho, assessor especial da ministra Izabella Teixeira e que a representou nesta quinta-feira (24/3), durante a apresentação dos resultados do projeto e lançamento de sua próxima etapa, na Bolívia. Ele enfatizou que o bioma faz parte de outros países da América do Sul e "é patrimônio do planeta". E ainda falou sobre a importância do projeto para a redução da pobreza, dos níveis de desmatamento e de emissão de gases de efeito estufa.

No encontro realizado na Embaixada da Itália, em Brasília, o coordenador geral do projeto, Sérgio Bianchi, falou sobre os resultados de uma década de trabalho. Entre eles, a assinatura de 60 protocolos firmados com municípios envolvidos, que significaram o compromisso de continuidade das ações já em desenvolvimento. Para alcançar esses objetivos, várias instituições do governo federal, governos dos estados e de municípios, além de organizações da sociedade se envolveram no projeto.

Segundo levantamento do Amazônia sem Fogo, de toda a área queimada da Amazônia, cerca de 70% são acidentes, especialmente devido à falta de controle das queimadas feitas para roçados. Além de impactos ambientais, as queimadas causam danos à saúde e danos econômicos. Os fogaréus provocam doenças respiratórias, interrupções no fornecimento de energia, suspensão das atividades em aeroportos e perdas em lavouras.

O coordenador do Amazônia sem Fogo, Carcius Azevedo dos Santos, disse que a Itália vai investir US$ 2 milhões e o Brasil quase US$ 1 milhão na ampliação do projeto - agora como programa de governo para a Bolívia, que é um dos países que compartilha com a floresta amazônica em seu território.

A agência financeira CAF (Corporação Andina de Fomento) vai investir US$ 2,5 milhões para levar as metodologias aplicadas no Brasil para outros países. Equador e Peru já solicitaram apoio.
