MMA e BNDES acertam detalhes de aplicação de recursos do Fundo Clima

Nas últimas semanas, técnicos do MMA e do BNDES estiveram reunidos para debater os detalhes da aplicação de R$ 233.727.463,00 previstos no orçamento da União, que beneficiarão projetos para economia de baixo carbono no País.

“Ainda temos que ajustar outros detalhes, como taxas de juros, para que comecem a ser publicados editais e chamadas públicas”, informa Estevan Del Prette, gerente do Fundo Clima no MMA. Segundo ele, os créditos poderão ser operados diretamente pelo BNDES ou a instituição poderá repassar para serem operados pela Caixa Econômica Federal, Banco do Brasil ou Banco do Nordeste.

O BNDES vai operar R$ 200 milhões a serem distribuídos como linhas de crédito não reembolsáveis a governos, empresas públicas ou privadas em projetos de redução de emissões de gases de efeito estufa e também de adaptações a situações provocadas por mudanças do clima.

Os projetos podem beneficiar qualquer região brasileira. Há temas prioritários definidos pelo MMA, mas podem ser aprovadas propostas que não tenham sido previstas, desde que atendam a critérios de seleção. Para as linhas de crédito reembolsáveis, estão previstas verbas para transporte, energia renovável, combate a desertificação e limpeza urbana.

Estevan Del Prette observa que R$ 200 milhões serão repassados pelo Tesouro Nacional ao BNDES ainda em 2011. Mas a sua aplicação pelo banco (que como empresa pública não é submisso às regras do Sistema de Administração Financeira) não precisa ser neste ano. O dinheiro poderá ser gasto de acordo com cronogramas a serem firmados com os proponentes dos projetos.

reembolsáveis - Poderão ser apresentados projetos nas áreas de infraestrutura de regiões metropolitanas de todo o País, com propostas diretamente oferecidas ao BNDES para modais de transporte e melhoria da mobilidade urbana. Nesses casos, os empréstimos terão carência de oito anos, para pagamento em até 25.

Há previsão, ainda, para o desenvolvimento tecnológico e cadeia produtiva de energia solar para todo o Brasil. Para esse tema, serão destinados empréstimos com oito anos de carência, e 15 para pagamento, por meio de editais para chamada de projetos a serem analisados pelo BNDES.

Nas regiões sem acesso ao sistema interligado de energia elétrica, especialmente no Nordeste, Norte e Centro-Oeste, estão previstas linhas de crédito para projetos de geração e distribuição local de energia renovável (eólica, solar, biomassa e marés). As propostas neste caso serão apresentadas diretamente pelo BNDES. A previsão é de empréstimos com carência de até oito anos e prazo de pagamento de até 15.

O Fundo Clima também tem orçados investimentos para fornos mais eficientes na produção de carvão vegetal. Esse é um dos vilões de danos ambientais e sociais. O objetivo são as regiões produtoras de ferro gusa, especialmente no Pará, Maranhão, Tocantins e Minas Gerais. Quando estiverem definidos os detalhes necessários para o chamamento, os projetos deverão ser apresentados para análise do BNDES. Os empréstimos para essa linha de crédito terão carência de cinco anos, com prazo de 12 para pagamento.

A indústria também terá acesso a crédito para a compra de máquinas e equipamentos com melhor eficiência energética. Estão previstas verbas para operações por meio de agentes financeiros do BNDES. Os empréstimos terão carência de dois anos e o pagamento deverá ser feito em oito anos.

Outro foco dos investimentos a serem financiados pelo Fundo Clima são as desertificações que ocorrem no Nordeste. Estão previstos recursos para iniciativas públicas e privadas, como viveiros de mudas nativas, revegetação de áreas de preservação permanente, produção de frutos, fibras e madeiras nativas. O BNDES vai analisar projetos, que terão carência de oito anos e 12 para pagar.

Energia - O Fundo Clima tem ainda linhas de crédito especiais para o setor de energia com uso de resíduos sólidos nas 12 capitais que sediarão jogos da Copa do Mundo, em 2014, e em suas regiões metropolitanas. Os empréstimos terão carência de cinco anos e até 15 anos para amortização.

Não reembolsáveis – Outros R$ 29.167.463,00 serão recebidos pelo MMA do Tesouro para aplicação direta pelo ministério em políticas do Plano Nacional de Mudanças do Clima, com linhas de crédito não reembolsáveis.

Para as populações mais vulneráveis do Nordeste, o Fundo Clima deverá publicar edital com previsão de R$ 4 milhões oferecidos a fundo perdido para o apoio à difusão de tecnologias premiadas em adaptação e mitigação de mudanças climáticas.

O combate à desertificação também terá recursos a fundo perdido. O orçamento da União prevê investimentos para o Nordeste, especialmente em municípios que fazem parte de estratégias dos Territórios da Cidadania. Serão destinados R$ 6 milhões para manejo florestal comunitário, pesquisa e desenvolvimento e difusão de tecnologias para melhor convívio com o semiárido. Serão realizadas ações por meio de termos de cooperação e planos de trabalho.

Mas o Brasil todo pode apresentar propostas. Para a prevenção de desastres naturais, o MMA vai disponibilizar R$ 5 milhões para as melhores propostas de campanhas educacionais para melhorar a disposição do lixo urbano. Quando estiverem prontos os detalhes a serem ainda formalizados pelo Fundo Clima, a contração será direta, por meio de licitação e também de convênios.

Outros R$ 2 milhões serão disponibilizados pelo MMA, por meio de chamadas públicas, para projetos de gestão pública a serem apresentados com o componente “adaptação” do Plano Nacional de Mudança do Clima. A contratação será direta, por meio de licitação. Também haverá R$ 10 milhões para gestão pública de sistemas de alerta contra desastres naturais, por meio de termo de cooperação.

Projetos de todo o Brasil também poderão ser apresentados para a aplicação de R$ 2 milhões, para mitigação dos efeitos de gases-estufa, por meio de sistemas de monitoramento de emissões em florestas e na agricultura.
