Apenas 8% dos municípios fazem a coleta seletiva de lixo

Diariamente o Brasil produz 150 mil toneladas de lixo, das quais 40% são despejadas em aterros a céu aberto. O destino adequado do lixo é um problema que afeta a maioria das cidades - apenas 8% dos 5.565 municípios adotam programas de coleta seletiva.

Os dados são de um estudo realizado pelo Compromisso Empresarial para a Reciclagem (Cempre), associação sem fins lucrativos dedicada à promoção da reciclagem e mantida por empresas privadas.

O Brasil tem hoje uma Política Nacional de Resíduos Sólidos instituída pela Lei Federal 12.305, de 2 de agosto de 2010, e regulamentada pelo Decreto Federal 7.404, de 23 de dezembro de 2010. Considerada uma vitória do Movimento Nacional dos Catadores de Materiais Recicláveis, o projeto tramitou por 20 anos no Congresso Nacional.

“Nós entramos no circuito porque a primeira lei sequer citava os catadores”, explica Severino Lima Junior, da coordenação nacional do movimento. Segundo ele, a lei é uma das melhores da América Latina .”Hoje a gente tem dados mostrando que 90% do material reciclado passou pela mão de um catador, seja ele de cooperativa ou de rua e lixões.”

A coordenadora de Consumo Sustentável do Ministério do Meio Ambiente (MMA), Fernanda Daltro, diz que a aprovação da lei foi o resultado de uma grande mobilização de todos os setores envolvidos: a sociedade, o setor produtivo, o governo e os catadores. “A demora da tramitação foi necessária para a adequação de todos os interesses destes setores, do próprio mercado, para atender as exigências, e dos governos, para entender a importância de uma política para os resíduos sólidos.”

A partir do segundo semestre de 2012 os brasileiros poderão ter regras fixas e determinadas pelo governo federal para o descarte adequado de produtos como eletroeletrônicos, remédios, embalagens, resíduos e embalagens de óleos lubrificantes e lâmpadas fluorescentes de vapor de sódio e mercúrio e de luz mista .

Pela lei, os governos municipais e estaduais têm dois anos de prazo para a elaboração de um plano de resíduos sólidos .
