Agrotóxico endosulfan será banido do Brasil

O Governo Federal vai coordenar a estratégia de substituição do uso do endosulfan. A substância altamente tóxica usada no combate a pragas na agricultura já estava proibida no Brasil, mas ganhou o reforço em decisão internacional tomada na quinta Conferência das Partes (COP 5), da Convenção de Estocolmo. O MMA coordenou o debate sobre o assunto durante o encontro em Genebra, na Suíça.

"O Brasil já tem uma série de produtos que servem como substitutos para o endosulfan. E temos a parceria do Ministério da Agricultura para promover essa mudança", afirma Sérgia Oliveira, diretora do Departamento de Qualidade Ambiental, do MMA. Ela explica que o banimento total está marcado para 2013.

Até o final deste deste semestre, deverão ser identificados os produtos que podem substituir o endosulfan. A tarefa está a cargo do Ministério da Agricultura. "Essa é uma decisão de Governo, e o levantamento será feito para evitar impacto entre os agricultores", explica Luís Eduardo Rangel, coordenador-geral de Agrotóxicos no Mapa.

Luís Eduardo esclarece que, após o levantamento, o Ministério da Agricultura vai encaminhar ao MMA e Ministério da Saúde pedidos para registro dos novos produtos a serem usados. O Mapa vai também monitorar os estoques do endosulfan no Brasil, para que acabem na data de banimento.

"Vamos fiscalizar a fabricação, importação, comercialização e uso do produto", explica Luís Eduardo. Ele relata que foi estabelecido um teto de estoque que não deve ultrapassar a média histórica de consumo no País.

O endosulfan faz parte dos Poluentes Orgânicos Persistentes (POPs), de que trata a Convenção de Estocolmo. E o Brasil é o seu terceiro maior consumidor em todo o mundo. O uso do agrotóxico foi proibido pela Agência de Vigilância Sanitária (Anvisa), do Ministério da Saúde, em agosto do ano passado, depois de dois anos de análises. Outras 92 nações, que são signatárias do tratado, também vão banir o produto.

Os POPs são substâncias químicas grandemente perigosas, capazes de serem transportadas por grandes distâncias, levadas pelo vento, pela água e por outros meios, podendo acumular-se na cadeia alimentar, passando de plantas para animais. Circulam globalmente e causam danos nos ambientes onde passam.

"Os participantes da COP-5 consideraram a decisão do Brasil emblemática, muito marcante, e por isso fomos levados a coordenar o debate sobre a inclusão do endosulfan entre as substâncias a serem banidas no planeta", informou Sérgia Oliveira. A experiência brasileira foi apresentada por ela para os participantes do encontro em Genebra, entre os dias 25 e 29 de abril.

Durante o debate, a diretora do MMA falou sobre os motivos de o Brasil decidir pela substituição do endosulfan. O mais importante foi a exposição humana a seus efeitos, entre eles os riscos à reprodução e ameaças de danos ao sistema nervoso.

"No Brasil, a decisão já exclui o uso imediato no cultivo de coco, em formicidas e na conservação de madeiras. Em 17 estados não é mais usado, e em 10 tem uso restrito", acrescentou Sérgia Oliveira, em Genebra. Ela explicou que as decisões se basearam na Lei 7.802/89, chamada Lei do Agrotóxico.
