Lei da Alimentação Escolar é tema de seminário em Fortaleza

Hoje, quarta, e amanhã, quinta-feira (11 e 12), a Secretaria da Agricultura Familiar do Ministério do Desenvolvimento Agrário (SAF/MDA) e o Fundo Nacional de Desenvolvimento da Educação (FNDE) realizam, em Fortaleza (CE), o seminário sobre a aquisição de alimentos da agricultura familiar para a alimentação escolar. O evento visa a articulação da oferta de produtos da agricultura familiar para alimentação escolar no estado Ceará. O seminário acontece no auditório da Secretaria de Fazenda (Sefaz), na Avenida Alberto Nepomuceno, 6 – Centro.

A Lei da Alimentação Escolar determina a utilização de, no mínimo, 30% dos recursos repassados pelo Fundo Nacional de Desenvolvimento da Educação (FNDE) para a alimentação escolar na compra de produtos da agricultura familiar. O orçamento do Programa Nacional de Alimentação Escolar (PNAE) para 2011 é de R$ 3 bilhões, para atender a 47 mil alunos da rede pública de ensino.

No Ceará, os 30% representam cerca de R$ 42,2 milhões por ano. E, para atender a exigência mínima no estado, estima-se que seja necessário o envolvimento de mais de 4,6 mil agricultores familiares cearenses.

Segundo o diretor de Geração de Renda e Agregação de Valor da SAF/MDA, Arnoldo de Campos, o encontro tem como foco os interessados em comprar produtos para a alimentação escolar, como gestores de compra das prefeituras, e também, os interessados em vender seus produtos como cooperativas, associações e empreendedores familiares rurais. “Com este seminário, nosso objetivo é abastecer os compradores de alimentos das grandes cidades com produtos da agricultura familiar, por meio de uma logística mais organizada de compra e venda”, ressalta Campos. Também participam do seminário representantes de organizações e movimentos da agricultura familiar.

A programação do seminário inclui a apresentação das oportunidades e desafios da Lei 11.947 (Lei da Alimentação Escolar); os instrumentos legais para fornecimento e controle social; o funcionamento da compra de produtos para alimentação escolar; o diálogo com os gestores públicos da educação; a implementação da lei; a estratégia de aquisição da agricultura familiar de alimentos orgânicos e apresentação de experiências bem sucedidas de agricultores familiares que comercializaram para a alimentação escolar.
