Brasil precisa investir R$ 420 bilhões em saneamento

O país terá que investir R$ 420 bilhões para oferecer água tratada, recolhimento de lixo e sistema de drenagem urbana a todas as residências e levar redes de esgoto para 90% da população nos próximos 20 anos.

A estimativa foi divulgada hoje (12) pelo secretário nacional de Saneamento Ambiental do Ministério das Cidades, Leodegar Tiscoski, durante seminário sobre o Plano Nacional de Saneamento Básico (Plansab), dirigido a especialistas no setor e integrantes de prefeituras.

“É um plano de metas para o Brasil. Prevê, num horizonte de 20 anos, a universalização do serviço de saneamento. A meta é que cada cidadão tenha água tratada, coleta de esgoto, recolhimento de lixo - corretamente destinado em aterros sanitários - e drenagem urbana em torno de sua residência”, explicou Leodegar. “Com exceção do esgoto, que deve chegar a 90% de cobertura, as demais modalidades deverão estar totalmente resolvidas”.

O secretário nacional reconheceu que as obras de saneamento da primeira fase do Programa de Aceleração do Crescimento atrasaram. Segundo ele, devido à falta ou a má qualidade dos projetos apresentados. A principal dificuldade foi a estrutura frágil do setor de saneamento, que durante anos teve pouca expressão, fazendo com que empresas deixassem de investir em equipamentos e prefeituras em projetos.

“Quando lançamos o PAC, em 2007, não havia projetos, licença ambiental ou regularização fundiária. O recurso foi disponibilizado, mas muitas obras não saíram ou demoraram. Hoje estamos com 83% das obras em andamento, mas ainda há um percentual não iniciado. Até 2012, teremos 80% das obras concluídas”.

Quanto à segunda fase do programa, ele demonstrou confiança de que haverá outra dinâmica no processo. “O PAC 2 vai ter mais velocidade. São R$ 45 bilhões para saneamento. Até julho deste ano, já teremos R$ 12 bilhões em projetos selecionados, prontos para começar.”

Uma das prioridades será acabar com os lixões, que devem ser transformados em aterros sanitários regulares, por meio da formação de consórcios regionais entre municípios. Atualmente, segundo Leodegar, ainda existem 3 mil lixões no país. O Ministério das Cidades dispõe de R$ 1,5 bilhão para investir no setor neste ano.
