Ibama aguarda relatório técnico para decidir sobre licença definitiva para Belo Monte

Ainda não há data prevista para a emissão da licença definitiva de construção da Usina Hidrelétrica de Belo Monte, no Pará. No entanto, o presidente do Instituto Brasileiro do Meio Ambiente e dos Recursos Naturais Renováveis (Ibama), Curt Trennepohl, acredita que, caso não surjam novas condicionantes, o processo poderá ser concluído assim que o relatório que está sendo preparado por técnicos do órgão, a partir das vistorias feitas entre os dias 12 e 14 de maio, seja apresentado.

“Podem surgir novas condicionantes e, nesse caso, a conclusão [do processo de licenciamento] levará um tempo a mais”, disse Trennepohl, depois de participar de um seminário sobre a usina. “Estamos muito atentos às ações antecipatórias, envolvendo questões de saneamento e de construção e reforma de escolas e postos de saúde”, acrescentou, após ser perguntado sobre as áreas identificadas como mais problemáticas para a emissão do licenciamento.

Segundo ele, há condicionantes que só poderão ser cumpridas em etapas posteriores. “Nem todas condicionantes precisam ser cumpridas na fase da licença prévia. É o caso, por exemplo, do monitoramento da água e do resgate da fauna, que só poderão ser feitos entre a etapa da conclusão das barragens e a entrada em operação da usina, quando a represa começar a encher”.

Trennepohl disse não ter, ainda, ideia de quando o relatório será apresentado. “Não dá para dar prazos já que eu não participo e nem acompanho o andamento das reuniões entre a equipe técnica. Até porque isso seria uma interferência no trabalho deles”, argumentou.
