Novo modelo de PPA promove sustentabilidade ambiental

A determinação do Governo Federal de reduzir de 365 para 61 os programas que faziam parte do Plano Plurianual vai significar maior integração entre os órgãos do Poder Executivo. O novo modelo de PPA trará ainda o incremento de ações favoráveis à sustentabilidade.

"Essa será uma mudança de estrutura que busca um caráter mais estratégico para o Plano Plurianual, com condições mais efetivas para a formulação, gestão e implementação das políticas públicas", explica o diretor de Gestão Estratégica do MMA, Volney Zanardi. Segundo ele, o novo desenho facilita as informações à sociedade das metas de Governo, de forma mais simples e direta.

Todos os ministérios estão mobilizados para a definição do texto que vai estabelecer programas e projetos do Governo Federal para 2012 até 2015. Os encontros começaram em abril e vão até junho. Depois, as propostas serão encaminhadas ao Ministério do Planejamento.

Se até agora o PPA se resumia a um debate entre o primeiro escalão e alguns poucos técnicos, que se dedicavam a pensar a distribuição de verbas, o novo PPA mobiliza centenas de profissionais.

No MMA, cerca de 300 técnicos participam das oficinas. O Ministério do Meio Ambiente lidera cinco programas temáticos no eixo da Sustentabilidade Ambiental e um programa no eixo de Desenvolvimento Urbano do Governo Federal. Isso vai significar na prática mais ações favoráveis ao desenvolvimento sustentável no País, sob a responsabilidade dos diversos ministérios.

Os programas são Florestas e Desmatamento; Licenciamento e Qualidade Ambiental; Biodiversidade e Florestas; Gestão de Recursos Hídricos; Mudanças Climáticas e Recursos Sólidos.

Os debates começaram em 14 de abril e encerram-se no dia 08 de junho. A partir daí será iniciada a fase operacional do plano. Nessa etapa, o desempenho da ação governamental passa a ser tratado e quantificado no Orçamento. Isto culmina com a remessa do PPA 2012-2015 e do Projeto de Lei Orçamentária 2012 (PLOA) ao Congresso Nacional em 31 de agosto.

O Ministério do Planejamento lidera todo o processo junto aos órgãos setoriais (ministérios). No MMA, a coordenação está sob a responsabilidade do Departamento de Gestão Estratégica da Secretaria Executiva.
