Lula reúne ministros para tratar de proposta que será levada à conferência de mudanças climáticas

O presidente Luiz Inácio Lula da Silva reúne nesta terça-feira (13) alguns de seus ministros para discutir a posição brasileira que será levada à Conferência da Organização das Nações Unidas (ONU) sobre Mudanças Climáticas, marcada para dezembro, em Copenhague (Dinamarca).

O ministro do Meio Ambiente, Carlos Minc, defenderá o plano ambicioso de redução obrigatória de 80% do desmatamento e de 40% das emissões de dióxido de carbono em relação a 1990, até 2020. A regra valeria para todos os países, independentemente do grau de desenvolvimento. “Se fizermos o nosso dever de casa, teremos uma posição forte. O Brasil vai colocar as cartas na mesa”, disse o ministro à Agência Brasil. No último dia 9, representantes de aproximadamente 190 países encerraram encontro, na Tailândia, sem grandes avanços na consolidação de um acordo para complementar o Protocolo de Quioto, que começa a vencer em 2012. Um dos principais entraves é uma nova meta de emissão de carbono para os países desenvolvidos. O protocolo é um acordo que estipula metas de redução das emissões dos gases causadores do efeito estufa. Para os cientistas, as nações industrializadas precisam, nos próximos dez anos, reduzir as suas emissões entre 25% e 40% em relação aos níveis de 1990 com o objetivo de evitar uma elevação de 2 graus Celsius (ºC) na temperatura do planeta. No entanto, o percentual mais cogitado não ultrapassa os 23%. Mesmo diante da falta de acordo na Tailândia, Minc acredita que o cenário será outro em Copenhague, pois os países estariam guardando “cartas no bolso do colete” para as futuras negociações. Nesta segunda-feira (12), em seu programa de rádio semanal, Café com o Presidente, o presidente Lula voltou a defender a medição de quanto cada país emite de carbono e que os países sejam responsabilizados. “Porque, aí, você vai responsabilizar cada país pelo estrago que ele fez e acabar com essa discussão genérica, em que todo mundo quer ser tratado em igualdade de condições. Nós queremos que os outros países assumam a responsabilidade”, disse no programa. Na Dinamarca, os 192 países que firmaram a Convenção das Nações Unidas sobre Mudanças Climáticas terão que definir um novo acordo para regular as emissões de carbono, substituindo, assim, o Protocolo de Quioto. Além de Minc, participarão da reunião com Lula os ministros das Relações Exteriores, Celso Amorim, e da Ciência e Tecnologia, Sergio Rezende. Fonte: Agência Brasil
