Norma facilita registro de comercialização de insumos para alimentos orgânicos

O registro para comercialização de insumos utilizados na prevenção e controle de pragas e doenças da agricultura orgânica – produtos fitossanitários – terá critérios específicos, diferentes dos convencionais. A medida foi estabelecida pela Instrução Normativa Conjunta nº 1, publicada nessa quarta, dia 25, no Diário Oficial da União. O Ministério da Agricultura, Pecuária e Abastecimento, a Agência Nacional de Vigilância Sanitária (Anvisa) e o Instituto Brasileiro do Meio Ambiente e dos Recursos Naturais Renováveis (Ibama), assinam a norma.

– Os produtos orgânicos serão analisados separadamente dos convencionais. Com isso, espera-se que o trâmite de análise seja mais rápido e o produtor obtenha o registro em prazo mais curto. Para iniciar o processo, basta o produtor preencher o formulário e entregar em uma das Comissões da Produção Orgânica nas Unidades da Federação – explica a Chefe de Serviço de Estudos Normativos de Produção Orgânica do Ministério da Agricultura, Tereza Cristina de Oliveira Saminêz.

O fabricante deve solicitar o estabelecimento de especificação de referência do insumo criado para, depois, obter autorização para comercialização. O produto fitossanitário deverá conter apenas substâncias autorizadas pelo Ministério da Agricultura, definidas pela Instrução Normativa nº 64/2008.

As características, formulação e indicação de uso do produto deverão ser informadas na ficha. As comissões são formadas por representantes dos setores público e privado, que analisam os estudos apresentados.

As solicitações aprovadas nas Comissões serão encaminhadas à Coordenação de Agroecologia do Ministério da Agricultura que, juntamente com os órgãos públicos responsáveis pelo registro, vai analisar a solicitação e, se necessário, pedir informações complementares.

Semana de alimentos orgânicos

Na semana dos produtos orgânicos, que acontece entre 29 de maio e 5 de junho, está prevista a publicação de Instrução Normativa com os estabelecimentos de especificações já analisadas e aprovadas pelo ministério.

Com base nesta publicação, o interessado deverá protocolar pedido no Ministério da Agricultura, Anvisa e Ibama para conseguir o registro. Depois de analisado e aprovado, deverá ser colocada na embalagem uma faixa branca com as letras em preto no rótulo e na bula informando que o produto fitossanitário tem o uso aprovado para a agricultura orgânica. Esta será a garantia tanto para o comerciante, quanto para o consumidor de que o produto é testado e aprovado pelo governo federal.

A 7ª Semana dos Alimentos Orgânicos no Brasil chama a atenção para as formas de identificação do produto orgânico, o selo brasileiro oficial e a declaração de cadastro do agricultor familiar.

O evento é organizado regionalmente, pelas Superintendências Federais de Agricultura nas unidades da federação. O Ministério da Agricultura é responsável pela articulação nacional entre as regiões e as instituições governamentais e privadas envolvidas.

Atualmente, existem 9.700 produtores orgânicos cadastrados no Ministério da Agricultura.
