Governo busca alternativas para baixar preço de energia elétrica

Preocupado em aumentar a competitividade das empresas brasileiras, o governo estuda formas de reduzir o preço da energia elétrica, que figura entre as cinco mais caras do mundo. Um grupo técnico está na fase inicial das discussões. Uma das ideias é aproveitar o vencimento das concessões de usinas hidrelétricas, linhas de transmissão e de companhias de distribuição para forçar uma queda nas tarifas.

– Os investimentos já estão amortizados, então eles podem cobrar menos – disse o secretário executivo do Ministério da Fazenda, Nelson Barbosa.

Entre 2015 e 2017, vencem os contratos de concessão de um conjunto de usinas geradoras que soma 20% da capacidade nacional. O mesmo ocorrerá com 74% da transmissão e 33% da distribuição. Há duas opções, editar uma lei que permita prorrogar as licenças ou fazer novo leilão. O que será feito é algo em discussão.

O secretário executivo do Ministério de Minas e Energia, Márcio Zimmermann, disse que o Conselho Nacional de Política Energética (CNPE), colegiado formado por ministros, encomendou estudos sobre prós e contras de cada alternativa. Esses estudos estão prontos, mas o Conselho não retomou as discussões.

– Enquanto isso, existe o marco legal, que diz que as concessões devem ser relicitadas – afirmou.

O previsto em lei é que, findo o contrato, a União receberá as usinas, linhas de transmissão e estruturas de distribuição de volta. Para tanto, terá de indenizar os antigos concessionários por investimentos que eventualmente não tenham sido amortizados.

O dinheiro para isso é cobrado há mais de 50 anos na conta de luz e chama-se Reserva Global de Reversão (RGR). Atualmente, o fundo formado pela arrecadação da RGR está em R$ 16 bilhões, valor insuficiente para cumprir a finalidade, segundo o presidente da Associação Brasileira dos Grandes Consumidores de Energia Elétrica (Abrace), Paulo Pedrosa.

Questionado, Zimmermann disse não saber se o dinheiro será suficiente ou não. Ele explicou que pediu os cálculos à Agência Nacional de Energia Elétrica (Aneel), que ainda não os entregou.
