Reciclagem de resíduos sólidos pode gerar lucros

O Brasil tem grande potencial de reciclagem deresíduos sólidos como vidros, papel, embalagens, alumínios e outros, e de acordo com o diretor de Ambiente Urbano do Ministério do Meio Ambiente, Silvano Silvério da Costa, a Política Nacional de Resíduos Sólidos, criada em agosto do ano passado pela Lei 12.305, veio para dinamizar a coleta desses materiais e viabilizar sua reutilização.

Além do potencial de reciclagem, ele destacou que a lei criou um artifício muito importante, denominado logística reversa, para reaproveitamento dos produtos utilizados. É, na verdade, o caminho de volta de baterias, eletroeletrônicos, embalagens, agrotóxicos, óleos lubrificantes e tudo o mais que possa prejudicar a saúde humana deve ser devolvido pelo consumidor ao comerciante, e devidamente encaminhado à reciclagem.

Com isso, a responsabilidade atual de coleta, que é só do Poder Público municipal, passa a ser compartilhada com o fabricante, distribuidor, comerciante e usuário. Depois que o modelo for devidamente implantado, com previsão para agosto de 2014, Costa lembra que o município será obrigado a fazer a coleta seletiva e mandar para o aterro sanitário só o que não for passível de reciclagem ou reutilização – o chamado rejeito.

Segundo ele, de 30% a 37% do lixo constituem resíduo seco que pode ser reutilizado, em torno de 55% são resíduos úmidos, aí incluído o material orgânico, sobrando, portanto, de 8% a 10% de rejeito.

– É só o material sem possibilidade de reaproveitamento que o município enviará para o aterro sanitário, o que vai reduzir em muito os lixões Brasil afora – disse.

Ele salientou que a lei também cria a obrigatoriedade de o município se adequar à sistemática de coleta seletiva, pois determina que os municípios que não o fizerem, até agosto de 2014, deixarão de receber repasses de verbas do governo federal.

Essa obrigação aumenta os desafios para as pequenas e médias cidades que ainda usam lixões a céu aberto por não disporem de recursos financeiros nem capacidade técnica para a gestão adequada dos serviços. Para esses casos, Costa afirma que os municípios mais pobres podem viabilizar autarquias regionais, com interveniência dos governos estaduais.
