Governo anuncia medidas para reduzir impactos socioambientais da construção de Belo Monte

O governo federal anunciou ontem (1) uma série de medidas para reduzir eventuais impactos socioambientais da construção da Usina Hidrelétrica de Belo Monte, no Rio Xingu, no Pará. O detalhamento das medidas ocorreu quase simultaneamente ao anúncio de que o Instituto Brasileiro do Meio Ambiente e dos Recursos Naturais Renováveis (Ibama) concedeu a licença de instalação do empreendimento.

Segundo a ministra do Planejamento, Miriam Belchior, o objetivo das ações, além de minimizar os impactos negativos para o meio ambiente e para as pessoas que vivem na área de influência da obra, é também o de promover o desenvolvimento sustentável dos municípios no entorno da usina.

A ministra destacou que só a implementação das medidas previstas no Plano de Desenvolvimento Regional Sustentável (PDRS) exigirá R$ 500 milhões em investimentos. Além disso, o consórcio responsável pela obra destinará R$ 3,2 bilhões para iniciativas como construção e ampliação de escolas e postos de saúde, apoio à segurança pública, saneamento e habitação, entre outras intervenções que melhorem a qualidade de vida da população. O PDRS foi elaborado em 2010 por integrantes dos governos federal, estadual e municipais e por representantes da sociedade civil e da Universidade Federal do Pará.

"Fizemos isso exatamente pela preocupação de garantir a energia necessária ao nosso desenvolvimento, preservando áreas importantes para o país e levando desenvolvimento sustentável para os municípios ao redor da usina, transformando-os em cidades com grande qualidade de vida", declarou a ministra ao anunciar as medidas, hoje (1º), em Brasília.

A partir de sexta-feira (3), começa a funcionar em Altamira (PA) o Comitê Gestor do PDRS do Xingu. Formado por representantes das três esferas de governo, comunidades indígenas, movimentos sociais, organizações ambientais, sindicalistas e entidades patronais, o comitê será responsável por viabilizar a execução do plano.

Também em Altamira será instalada uma espécie de escritório de representação do governo federal diretamente vinculado ao Ministério do Planejamento. De acordo com a ministra, a chamada Casa do Governo Federal deve começar a funcionar no campus da Universidade Federal do Pará em, no máximo, duas semanas. Caberá à equipe responsável acompanhar a execução do plano e apoiar o Comitê Gestor.

A terceira medida é a promoção de mutirões que permitam à população ter acesso a serviços como emissão de documentos, atendimento médico, informações sobre a Previdência Social e regularização fundiária, entre outros. As atividades serão ofertadas por dois dias em cada um dos onze municípios sob influência da usina.

A própria ministra do Planejamento afirmou que iniciativas semelhantes às anunciadas ontem já foram implementadas em menor grau em outras grandes obras.
