Ministério Público apresenta 11ª ação contra Belo Monte

Na 11ª ação civil pública ajuizada contra a construção da Usina Hidrelétrica de Belo Monte, no Rio Xingu (PA), o Ministério Público Federal (MPF) no Pará pede a suspensão da licença de instalação concedida pelo Instituto Brasileiro do Meio Ambiente e dos Recursos Naturais Renováveis (Ibama) na semana passada. A ação aponta o descumprimento das condições prévias exigidas para preparar a região para os impactos ambientais e sociais da obra.

O MPF, com base em um parecer técnico do Ibama, argumenta que condicionantes nas áreas de saúde, educação, saneamento, navegabilidade e no levantamento das famílias atingidas não foram cumpridas pelo consórcio empreendedor. Segundo o MPF, o Ibama concedeu a licença de instalação considerando as condicionantes como estando em fase de cumprimento ou parcialmente atendidas.

Para o Ministério Público, ao não conferir as exigências que o prórpio órgão ambiental impôs à Usina de Belo Monte, o Ibama atingiu o “limite da irresponsabilidade” e que a criação de conceitos flexíveis para avaliar as condicionantes serve apenas ao interesse da empresa responsável pela obra. “Mas não serve, em absoluto, ao interesse da sociedade amazônica e brasileira, que esperavam ver um licenciamento rigoroso e exemplar para a obra que vai consumir o maior volume de recursos públicos dos últimos 30 anos”, diz o MPF na ação.

De acordo com o procurador da República no Pará Ubiratan Cazetta, das 11 ações impetradas, apenas uma foi julgada até o momento.
