Formação de estoques de alimentos pode reduzir risco de insegurança alimentar

A formação de estoques de alimentos pode reduzir o risco de insegurança alimentar em países em desenvolvimento, principalmente nos que dependem da importação de comida. A avaliação é da organização não governamental (ONG) britânica Oxfam, que lançou hoje (10) um informe sobre os riscos de instabilidade no mercado de alimentos, ainda sob efeito da crise financeira internacional de 2009.

Entre 2007 e 2008, 150 milhões de pessoas entraram para o grupo dos que passam fome, que já chega a 1 bilhão em todo o mundo. Segundo a ONG britânica, os riscos de volatilidade dos preços de alimentos nos próximos anos pode aumentar esse contingente.

As reservas de alimentos, segundo a Oxfam, são uma estratégia para limitar o risco de inflação no preços dos produtos e garantir a segurança alimentar das populações mais vulneráveis de um país.

“Países em desenvolvimento - especialmente os que são dependentes da importação de alimentos – devem ser incentivados a desenvolver reservas – ou estoques reguladores – no âmbito regional, nacional e local para limitar os aumentos repentinos de preço e como parte de uma estratégia mais ampla para aumentar sua segurança alimentar nacional”, diz o documento.

O G-20 considera a medida cara e ineficaz e argumenta que as iniciativas de mercado são mais eficientes para conter o preço dos alimentos e aumentar a segurança alimentar nos países em desenvolvimento. No entanto, de acordo com a Oxfam, os custos de não ter reservas são maiores e com graves consequências sociais.

“Os grandes aumentos do preço dos alimentos são desastrosos para as pessoas que estão vivendo na pobreza nos países em desenvolvimento, que gastam até três quartos de sua renda com alimentos básicos. Para essas famílias, mesmo pequenos aumentos de preço representam grande pressão nas finanças da família e as forçam a reduzir os gastos com educação e saúde”.

Entre as recomendações para formação e manutenção de estoques, a organização sugere a adoção de regras claras para as intervenções públicas e a garantia de governança compartilhada, com participação de organizações de produtores rurais, do setor privado e da sociedade.

Outra estratégia é a compra pública de alimentos de pequenos produtores, como ocorre no Brasil. “Por meio da Companhia Nacional de Abastecimento (Conab), o governo brasileiro compra alimentos de pequenos produtores rurais sem requerer procedimentos de licitação, desde que os preços não sejam superiores aos praticados nos mercados”, cita o documento.

Aos países ricos, na avaliação da Oxfam, cabe oferecer suporte técnico às nações em desenvolvimento para formação dos estoques em âmbito local, nacional e regional e apoiar medidas eficazes de gestão dessas reservas.
