Ministério convoca País a elaborar planos de resíduos sólidos

Gestores públicos de vários estados e municípios brasileiros estiveram reunidos com o secretário de Recursos Hídricos e Ambiente Urbano, Nabil Bonduki, nos dias 4 e 5 de novembro, a fim de receberem informações a respeito do edital para a elaboração dos planos de resíduos sólidos. A chamada pública, aberta no dia 21 de outubro, prevê recursos de R$ 70 milhões para apoio a projetos de gestão adequada para a área aos estados, Distrito Federal, consórcios públicos e municípios.

As propostas podem ser enviadas até o dia 17 de novembro de 2011, por meio do cadastro da proposta no Portal de Convênios do Governo Federal (Siconv). O edital está disponível no sítio eletrônico do Ministério: www.mma.gov.br,

Ao falar aos representantes dos estados da Bahia, Rio Grande do Norte, Sergipe, Mato Grosso do Sul, Roraima, Rio de Janeiro, e respectivos municípios, além da Câmara dos Deputados e da Frente Nacional dos Prefeitos, Bonduki convidou a todos - estados, municípios e, principalmente, os consórcios intermunicipais - a aderirem ao edital para elaboração dos Planos.

Durante a reunião, Bonduki lembrou que a Política Nacional de Resíduos Sólidos (PNRS) estabelece que os municípios têm até agosto de 2014 para eliminar os lixões e implantar aterros sanitários, que receberão apenas rejeitos (aquilo que não pode ser reciclado ou reutilizado). Estados e municípios têm até agosto de 2012 para elaborar seus Planos de Resíduos Sólidos e continuar a ter acesso aos recursos do Governo Federal, na área de resíduos.

O secretário disse aos gestores que é fundamental os planos de resíduos estarem prontos para contratação pela Caixa Econômica Federal, em dezembro próximo, pois ano que vem esta etapa estará superada. Assim, segundo ele, estados, municípios e consórcios intermunicipais terão oportunidade de serem beneficiados pelo Programa de Resíduos Sólidos do PAC 2, com previsão de recursos para investimento em aterros sanitários e programas de coleta seletiva.

A Lei nº 12.305/10, que instituiu a Política Nacional de Resíduos Sólidos (PNRS), reúne um conjunto de princípios, objetivos, instrumentos, diretrizes, metas e ações adotados pelo Governo Federal, isoladamente ou em regime de cooperação com Estados, Distrito Federal, Municípios ou particulares, com vistas à gestão integrada e ao gerenciamento ambientalmente adequado dos resíduos sólidos.

Entre os instrumentos da PNRS encontram-se os planos de resíduos sólidos: Plano Nacional de Resíduos Sólidos; planos estaduais de resíduos sólidos; planos microrregionais de resíduos sólidos e os planos de resíduos sólidos de regiões metropolitanas ou aglomerações urbanas; planos intermunicipais de resíduos sólidos; planos municipais de gestão integrada de resíduos sólidos; e os planos de gerenciamento de resíduos sólidos.

Os Planos - Os Planos de Resíduos Sólidos são parte de um processo que objetiva provocar uma gradual mudança de atitudes e hábitos na sociedade brasileira cujo foco vai desde a geração até a destinação final ambientalmente adequada dos resíduos. Portanto, os planos vão além da finalização de um documento, pois correspondem a todo um processo que parte da elaboração, implementação, acompanhamento até a sua revisão.

A proposta deverá prever mecanismos de participação de órgãos públicos e da sociedade civil, por meio de conselhos de políticas públicas relacionados à área de atuação do projeto, como por exemplo, de meio ambiente, de resíduos sólidos, de assistência social, etc., de movimentos sociais e organizações locais de catadores e catadoras de materiais recicláveis e de fóruns (Lixo e Cidadania, Economia Solidária etc.) e outras instâncias de participação e controle social.

O Plano constitui um instrumento que permite ao estado programar e executar as atividades capazes de transformar a situação atual (no caso, da gestão dos resíduos sólidos sem o plano) para a condição esperada e manifestada pela população e viável pelo Poder Público, convertida em melhorias e avanços no sentido de aumentar a eficácia e a efetividade da gestão de resíduos.

A gestão adequada dos resíduos sólidos, objetivo maior dos planos de resíduos, pressupõe a Educação Ambiental, a coleta seletiva, o estímulo à comercialização de materiais recicláveis, a compostagem, a inclusão de catadores e a adoção de sistema ambientalmente adequado para a disposição final de rejeitos.
